Why CHAs need a Combo DSC

Custom House Agents (also called Customs Brokers) file Bills of Entry, Shipping Bills, and related customs documentation on ICEGATE on behalf of importers and exporters. Because ICEGATE encrypts these documents during transmission, filing requires a Class 3 Combo DSC (Signing + Encryption), the same requirement that applies to importers and exporters filing directly.

A Signing-only DSC will not work for ICEGATE filing, this is one of the most common mistakes CHAs (and first-time exporters) make when buying a DSC without checking first.

Whose name does the DSC go in?

The Combo DSC is typically issued to the CHA firm's authorized representative, the individual named on the CHA licence, or the firm's authorized signatory if filing under a company structure.
