"Associating" your DSC simply means registering it against your profile on a specific portal, here's how it works generally.
You'll see the term "Associate DSC" most often on MCA, but the underlying action, registering your certificate against your account on a specific portal, is something you do on every government portal you use, just sometimes called "Register DSC" or "Update DSC" instead.
Your DSC's identity doesn't automatically transfer between portals, MCA, GST, Income Tax, DGFT and others each maintain their own record of which certificate is linked to your account, so association is a one-time step you repeat on each portal you plan to use.
